Freelancejournalist Peter Miller krijgt het dagboek van een oude Joodse man die zelfmoord heeft gepleegd in handen. Hij start meteen een onderzoek tegen een SS-kapitein, die gedurende WO II aan het hoofd stond van een concentratiekamp in Riga, Letland. Zo komt Miller in contact met Odessa, een machtige geheime organisatie van ex-SS'ers, en de Israëlische geheime dienst. Naarmate de journalist dieper graaft, komt hij tot steeds meer verbijsterende ontdekkingen.
